A quick question about Deathless Guillotine

Given her exclusivity and the unlikely event in which she will ever be tuned up, is Deathless Guillotine even eligible for the rebalance program? Going by Jessica Jones, I assume she would be but it's hard to determine given how different the acquisition her and other deathless champions are. This also extends to future deathless champions.
