Silver Centurión from Necropolis, bugged?

I did the Odin's path yesterday, I used to Guillotine 2099 against Silver Centurion and the power draining from her sp1 didn't work, is it bugged? I missed something?

A few days ago I did the Jubile's path and I used G99 vs Silver Centurion and it worked perfect.

    That was the path I took. He was royal hemorrhoid. I don't remember if he could be power drained or not. I Aegon'd him like 100 times 😂

    You have 0 persistent charges which is why you're not power draining him.
