Are web store deals region locked?

Can't see the banquet deals in the web store. My region's pretty niche so that could be a reason, but it looks like I can access other purchases. I'm Valiant so I doubt it's a progression issue.

    There are no banquet deals in the web store right now, what you see is what there is.

    I've still got a "holiday bundles" banner at the top of the forums for me though. Have they come and gone, and the banner's just out of date?

    Yeah, they left a little while ago. The banner hasn't been updated since no one has been working yet to take it down
