How do you stop the defender from doing a sp3?

I always lose due to this. How do you ppl stop defender from doing a sp3?

    A champion who can power drain, lock, steal, burn, special lock, one who can nullify or neutralize power gain buffs if there are any, or just bait sp1 and 2 and don't push the enemy to sp3
