What is this blue glowing effect in war?

I’ve seen this many times before and I was just wondering if anyone knew what it is or what it means (it’s circled in red)

    Wondering the same for some time now.
    And fyi, seems to be on different people in different wars.

    Even if it's a visual bug, there has to be some underlying reason for where in the game there would be such “cloudy” blank (not joined yet) team slots.
    From where it might be pulling such graphic into random cases like this.
