AQ, raids, and AW should have a lock system

I personally believe officers and leaders should be able to prevent certain players from joining a bg. While you can assign people to bg's there's nothing stopping them from just doing a different bg. So here's the story, it's the first day of raids as I'm writing this and I've been pretty excited, we have set up a chat for raids. But the problem is not everyone was online when raids started no big problem we'll just wait for them to get online while working on fights on other paths, but then someone who wasn't assigned to raids joined, ok no biggie I was thinking it's inconvenient but we can make it work as long as they go on a path that hasn't been taken. Well guess what? They went on a vanguard path someone was already on, meaning we've got two people on the same path. But since it's 10 people per bg we would be fine right? No someone else joined and went on a path someone else already was on, meaning the raid is messed up because 1 group would have no real way of clearing their path without spending unnecessary revives. This also messes up that group because it'd be harder for them to get the chests after each boss because they only have two people. Do I think they were sabotaging on purpose? No, they likely assumed it wouldn't be a big deal joining a different bg. If we could prevent people from joining certain bg's then this can't really happen due to other players not being able to join a bg they aren't supposed to be in. I know I mainly focused this post on raids but this can happen for aq and aw as well. I'd love to see some way this issue could be prevented in the future.
