So what is the deal with Dust as a Defender?

So I have watch DDL and KarateMike deepdive of this champ, read her abilities description novel and still confused.

So based on this,

Your can't Parry her Light and Heavy attack (unless you are using Angela or Guardian and someone else I forgot).

You can Parry her Medium, however this where I'm confused, on the description under Sand Effect it indicated that is get hit or block a Medium you get Sand Debuff.

Now is that for both when Dust is an Attacker and Defender?

Does it also apply to Parry as well, cause I Parry her Medium and got Sand debuff too?

Now if all of this is the case, then does that essentially mean you have to play intercept only with Dust with the risk of your hit being block, Glanced and still get Dusts, i.e Sandstorm and unavoidable damage?

Now before people jump on with the most helpful and productive reply of "skill issue", yep, I do have skill issue lol, and yes, I have completed MEQ TB 3.1 itemless.

I also know that HT & Sunspot work well against Dust and soloed Dust MEQ with Abs Man once (when AI cooperated). I assume the OS should work too, but never able to get AI to cooperate enough to do it successfully, and lastly I assume that Ironheart meant to be the perfect counter for Dust (if anyone lucky enough to have her, the newest champ in game)

Overall if this is how Dust is meant to work she will be a pain in BG, with the like of Kindred, Photon, Maestro, Onslaught, Bulleyes and now Dust. Almost a new pain in the bottom Defender every other months.

I'm still failing to understand why release Sand when Sandman literally got released few months ago.
