There’s always an in game notice/mail and It usually runs for multiple weeks.

I think once a month is fine.

Between those, EQ completion offers, 22 hour events and daily apothecary, there's plenty of revives you can potentially get every month.

No I'll rather say run it all over the month with the limit resetting once a month
