Not being able to access lower war map defence to change champs

I have swapped my champs on defence in expert and elite, but it won't let me access the lower map to swap them there, and so it's not letting me use champs on attack that were on defence previously in expert and elite maps, when i go to swap the defence in the lower map its just greyed out and i cant select it,
