Maxed Stupify Not Working?

Has Kabam mentioned mastery loadouts causing issues with specific masteries not working? My alliance has noticed opponents shrugging off stuns much faster, as if stupify isn’t working. I’m in arena now and can barely get in a combo after a parry, let alone a parry/heavy, even with max stupify. Ugh.
