Whoom should I rank up

I have got 4 cosmic t6cc and as ftp player its hard to form t6cc, so I want some opinions for the rank up. I haven't completed or explored act 8 yet, Whoom should I rank up 6 star hulkling/cgr to r5 or 7 star venom or anyone to rank 2, I have r5 ascended scorpion to pair with venom, and I
