Incorrect attribute scaling for Ironheart and Silver Sable

I've noticed that Ironheart's Special Attack 1 Vulnerability passive and Silver Sable's Cruelty Buffs scale wildly in potency based on their Rank and rarity, far more than any other Champion's attributes, and only tonight have I realized why. It seems that instead of these effects scaling based on attribute values like they should, these effects are instead incorrectly scaling based on the Champions' Base Attack Ratings.

No matter what Rank or Rarity Ironheart is, the value of her Special Attack 1 Vulnerability passive is always equal to 20% of her Base Attack Rating (which also makes it equal to the damage of the Repulsor Debuff damage bursts dealt through her Special Attacks). Likewise, Silver Sable's Special Attack Cruelty Buff always has a value equal to 100% of her Base Attack Rating, and the minimum value of the Cruelty Buffs granted by her Signature Ability is always equal to 1% of her Base Attack Rating.

I hope this issue can be addressed promptly, as these incorrect attribute values make lower Ranks and Rarities of these Champions disproportionately less effective.

(Also, I suspect there are more issues in how these values are applied in the game than just their listed numbers; every time I have used my 4 Star Rank 5 Ironheart, the Vulnerability passive of her Special Attack 1 doesn't increase the damage the opponent receives from Physical and Energy Damage, but instead decreases it. This was also the case when I fought against a 7 Star Ironheart in Arenas; when inflicted with Vulnerability, the damage of her Repulsor Debuffs decreased instead of increasing).
