Who to rank 2

So I have both Shuri and a recently duped guardian. I rank either up with catalysts or a generic 1-2 gem. I also have a 5* maxed hulkbuster relic that can go on either. Who’s more worth it or should I rank both?

Guardian easily. Just one sp1 and a sp2 and you win in most fights
