AW War rating question

Does our off-season War Rating determine what bracket our alliance starts in when the season starts again? Or if someone has time to explain what determines our starting bracket when season starts thanks in advance

War rating determines your tier and associated points available. It does not directly impact your bracket. Everyone starts the season with zero points, but the higher your tier, the more points you will earn per war.
