Chavez can be useful for alot of things she has insane versatility
Titania is better for battlegrounds and shorter fights in general but can be often restricted by complex nodes.
You won't regret either but personally I'd go with America

I have a r3 awakened chavez, the sig makes for some amazing sp2 damage but in battlegrounds she'd never even need to get near that.
Titania is unawakened r2 - she hit the damage cap every time in raids so I don't need her higher

Most BG fights are over in Titania's straight sp3 heavy heavy heavy boom.
Most war fights are over in heavy into sp3 heavy heavy heavy relic punch punch boom.

Even takes down onslaughts FAST (don't try if it's r3 onslaught 😭)
