Is will power active on Superior Iron man

Hello I read all the abilitys of the character I don't see anything that would affect his regen other than poison debuff from suicides is it the interaction with multiple regen buffs that makes him lose health? Played winter soldier 0 specials attacks used I ended at 60% health
