Secutor Attack Tactic Not Working Properly

In Alliance War and not all debuffs are granting Secutor charges. You can see in image below this was the beginning of the fight and I’ve placed 3 Torment charges on him yet have 0 secutor charges. When I put damaging debuffs on him I did gain them but not for the torments. I chatted with other alliances members too and they said they’ve seen it hit or miss on adding charges for all debuffs placed. Am I missing something? If not, this has to be fixed before AW season cause I lost about 6 deaths so far in my path because of this
