Light the Torch event

I've 4 account in MCOC, and I'm on different acts in all the 4 of them. I can't find Light the Torch event in any of my account, while others are enjoying it. The higher I'm is Act 5.2 (Uncollected), still it's not available for me. Have updated the game twice, though.

Quick question: Is it availabe for everyone, or it is for few specific title holders?

Any pro player, please do update me. The rewards are good for the event, and missing it would really be demotivating.

(I tried to find that in my messages, to copy into all these same posts asking why they can’t see all these Events, but I must have deleted my mail already).

Knew it was out there somewhere in Game Mail, detailing the Progressions needed to have access to these various new Events.
