Which 7 star should i ascend to rank 2

I'm having a hard time picking who to rank 2 there are good options but I'm not sure who is more relevant in the meta any tips?

    Shuri or photon. But, werewolf by night has a great damage output as well. I would go with wolf, but if you're still in the VT, you should go with photon

    I can only do one of them of them although im leaning in favour to photon currently

    Gotta say photon or Shuri. I've never used photon but I have heard good things. Shuri I have at r3 and she is amazing
