fought a heimdall in 9.1 and tested in practice too, if heimdall’s true strike is staggered he still is unable to be dexed, which is not what his abilities say, since that shouldn’t only be while the true strike is still there. Meant I just had to eat his sp2s

    also happened in side quest, it is a consistent thing
