AW Tactic bugged?

I have an issue, where I used Viv Vision for example, she has passive heal block on her medium ender combo, right? I used her in fights always like MM MLM MLLLM so I have permanently HealBlock on the opponents on path 5 ( debuff immunity is all over this path ) but once they reached 20 power charges and get the powergain passive and if I had healblock from her kit ( M combo enders ) active they were getting so much power ( so no powegain reduction ) and my hits were missing aswell. So I dont think it is working as it should, cuz I am not missing hits and power gain is reduced only if the healblock is active through the tactic - which means you gotta give them 5 debuffs and that is kinda hard with Viv Vision for example, you would have to make 25 hits MLLLL so they get power drain debuff that is in her mechanics - but within 25 hits they already get PG from tactic and sp3 almost immidiatelly. Something is not right here.
