Punisher 2099 Heal Block debuff not working against Weps X or Sabretooth

So when an opponent has a regen buff, P2099 should drain 15% of his battery and apply a heal block debuff



But when I tested P2099 against Weps X and Sabretooth the heal block didn’t apply itself




But when I tested P2099 against Wolverine and Deadpool Red his heal block debuff did apply.




Anyone else noticed this?

I know Omega Sentinel’s Heal Block debuff does apply to Weps X and Sabretooth so those champs can be health blocked.

P2099’s ability is triggered by a regen “buff”. The first two examples are regen passives. You can still apply heal blocks and prevent healing from the passives but this p2099 ability won’t trigger if it’s not regen buff.
