That's kinda pertinent information

Typically if you newly join an alliance you don't qualify for Alliance Event rewards for about a week, so you'll likely just have to wait a bit.

Well, there you go.
Other threads already have documented the issue of joining an alliance and previously obtained milestones by the alliance prior to joining not being available for ppl who join (just milestones obtained AFTERWARDS are available to get)

Discourages “alliance shopping”.

If you just switch alliances might be the issue, you might have a time restrain.

Most likely claimed the first one before leaving old alliance.
Then when got into new alliance could not claim the 2nd milestone which new alliance had already reached before he joined them.
