Hazard Shift- DOT debuffs

Let's be real: these debuffs should only apply if contact is made. Not when using projectiles, or beams.

And why if kabams 40% chance to inflict is equal to my 40% chance to activate defensive effects or actions, then why am I getting debuffed 4/5 times and my defensive ability is only triggering 1 to 2 times per 10 chances to activate?

for every person who gets 5 debuffs in 5 hits, theres someone else getting 0 debuffs after 15 hits. thats just how chance works. itll always balance out eventually though
