USAgent character idea

Since the thunderbolts trailer came out I thought it would be cool if USAgent was added to mcoc even though it would be like the 50th super soldier my idea for him isn’t super complex I just wanted him to be a strong simple character shortened version at the end, so here’s my idea for him
USAgent - USAgent starts each fight with 4 passive tenacity charges and the ability to inflict 2 non damaging ruptures per hit on his mediums and 1 non damaging bleed per hit on his lights all ruptures and bleeds are permanent these have a max stack of 80, his medium is a shield bash and his lights are gun attacks. When the opponent is inflicted with a non damaging rupture and bleed if USAgent will attack the opponent with any attack it will do his base damage and a instant rupture and bleed when the ruptures and bleed debuffs get to 80 they become permanent critical ruptures and bleeds maxs stack 2. If USAgent hits his opponent with the critical rupture and bleed they will still do instant rupture and bleed damage but will also inflict a 2 second critical bleed or rupture depending on the attack.
His tenacity
He has 4 tenacity charges at the start of the fight each charge has a 25% chance to tenacity any debuff. If USAgent runs out of his tenacity charges he gains a 20 second serum rage debuff that’s paused during specials, his rage doubles how many ruptures or bleeds he inflicts and increases there instant damage so his medium now inflicts 4 ruptures per hit and his light now inflict 2 bleeds per hit and can apply them through block, when rage runs out he gains back his 4 tenacity charges.
His specials.
His special 1 he rush’s at his opponent with his shield inflicting 5 non damaging ruptures and a concussion that is paused during rage and gets rid of 1 tenacity charge.
His special 2 he hits his opponent away with his shield inflicting 3 non damaging ruptures he then crouches down and shoots his opponent with his gun multiple times each hit inflicting 2 non damaging bleeds and removing 2 tenacity charges
His specials 3 attacks his opponent with a fierce flurry of attacks sweeping the legs and shooting his opponent at the end. After his special 3 he gains a serum rage and keeps his tenacity charges making it possible 2 have 2 serum rages at once quadrupling his bleeds and ruptures and their damage and inflicting the opponent with a 7 second stun and 10 non damaging ruptures and bleeds
This is the end of the character sheet for a shortened down version of this it’s basically just he inflicts permanent non damaging ruptures and bleeds that deals instant damaging when attacking the opponent so like hitting the opponent 3 times with 1 attack with enough and rage doubles how many you inflict and slightly increases the instant damage but USAgent would have one of the lowest base attack rating in game to not make him to powerful
