I believe they need to join before raids begin. It may be a week long, but it's one map. Just like a day of AQ, if the map is up before they're in, they're not getting in.
I think whats happening here is a member is trying to join a new alliance but they wanna wait until they receive the Aq rewards which in that case it is always handed out after AQ cycle kicks off

Wouldn't be surprised. That is an unfortunate downside to the current AQ format. But I would argue it's definitely worth sacrificing one week of AQ rewards in exchange for being able to participate in raids.
In raids week, you need to be in the alliance 24 hours before raid starts. This includes any normal AQ maps. Let's say that the alliance does 2 groups of raids and 1 group does map 6. If you aren't in the alliance 24 hours before the raids start, then you won't even be able to participate at all in map 6 either.

If you first join an alliance AFTER the Raids Week has started, you will not be able to join Raids that week.
(Just like you can not join that day's current AQ, or that current AW war, when you join)
Raids is treated as a SINGLE event that lasts 7 days, you have to be in Ally before it starts.
