Champion Powers

I am seeing Champions of some players specially high level account players have high amount of power rating. For example my six star Rank 1 Level 25 Doom has something like 7800 power, but the opponent with the same champion, same rank and level (Without awakening has 9000+ power).
How? Is there any way to increase the overall power level of champions aside from masteries? I am at Uncollected now.

    Yes many people use boost while running arenas and you have to take synergies & masteries into the consideration
