Juggs Or Kushala for R3?

Yo! I got enough resources for my next R3 but im not sure who would be best? Both are great so im having difficulty as to which should get R3.

Both are unawakened and would be my 4th R3. My other R3’s are Silk Mister Negative and Hyperion.

So i ask which would be better to rank up?

    Kushala ideally wants the dupe though. Pulled her as a 7* but since unduped, I've just been using my r5a sig 200. High sig makes her rotation a lot easier to maintain and smoother to play
