Deadpool x-force nerf or bugg?

Was playing around with Deadpool and noticed something that was off from the showcase video from Kabaam. It seems like he’s instant schbleed doboof (or however it’s spelled) goes on the same cooldown that the bleeds has (4s). But in there showcase those same bleeds applies without cooldown during the gameplay which makes him a lot better then he plays out now. So the question is, did he get nerfed or is it a bugg? Pretty big different in dmg and that would effect rank up decisions.
