The assessment isn't that Leader is 'as good as Serpent'.

The assessment is that they are both balanced at doing what Kabam wants them to do:

Serpent is an extremely strong defender, and a very solid Attacker with broad utility.
Leader is a moderately strong 'stall' defender, and can be useful for controlling Power Gain/Regeneration threats on Attack.

There was never any intent for Leader to 'equal' Serpent - Kabam wants them to have different roles in the game. Which they do.

The rebalancing program was never about equalising champions. It's about establishing that new champions have found their intended niche; and we ('the people') haven't found an unintended exploit that makes them the next Hercules.
