players with many 7r4, which is much better than me.
BUT they intentionally QUIT and let me win so that they can stay in diamond, fighting weaker player and get more milestone point

Lose quickly. Hope for a weaker opponent.
The thing with Battlegrounds is that if you find yourself unable to leave a rank, that usually means you have hit your skill ceiling for the time being. I guarantee you'll find greater success near the end of the BG season as most of the stronger players would have exited VT.
It's a competetive mode, it's not meant to be forgiving.
The ability to quit a match is completely harmless. If someone wants to lose, there is no way to stop them from losing. They can just put the phone down and be killed by the defenders. Over and over again until the match is over. The result is identical but it just takes more time and ties up their opponent in a meaningless match. Removing the ability to quit a match helps no one. It is not like you can put a gun to everyone's head and force them to play the match at their best ability.
What's more, the whole notion of "stay in diamond to fight weaker players" is far less of a problem than it used to be. Sure, it is a bit problematic for the devs who have to balance milestone rewards, but it is completely harmless to the surrounding players. When VT trophies were awarded one for win and (negative) one for loss, a strong player would be bashing on a weaker player 50% of the time if they tried to hover in VT. But now, to stay in place in VT a milestone grinder has to lose *two* for every one they win. In effect, they have to have a 33% win rate. And from the perspective of their opponents, in the long run a player that only wins one third of the time is an actual godsend to the weaker players. They will never have a better chance to win than if they come up against a points grinder. They have a 67% chance to "beat" them. Most of those players struggle to have a 50% chance of beating anyone.
If they don't see that they are being handed two wins for every loss, and are just crying over the losses, well, that ignorance of how the game mode actually works might be contributing to their struggles in the game mode. They should try to fix that deficiency,
