Whom to ascend + awaken?

Hi guys, I just got these rewards and I want to know on whom to use it. Also I have some amount of tier 2 dust for ascending too. I have a couple of R4s and R3s. Lemme know whom to use it on.

I kinda know some would go for NF due to his humongous DOTs and his signature. And some would go for Hulkling or Scorpion, since 6* locked. That's where most of my confusion lies.
