Is Human Torch too strong to be a 7*?

I've been watching CCP videos of Torch and he seems to be melting everything, literally (especially with prefight) even if there are no masteries in the CCP map. What do you think? Even if he is only available to P2W players and whales, do you still think he is too powerful? Why or why not?…
