Raids Month didn't complete

We had 3 Battlegroups, the first 2 100%, the third (mine) we only had 3 people join. I didn't complete so I didn't get the final chest. Does this mean I am SOL for getting the SAGA champion selector?

Yes. It's in the final boss chest, and you didn't get the final boss chest.
