When are we going to be able to progress with 5*?

After seeing Act 5 Chapter 2 rewards, I'm fairly frustrated. I guess I expected the rewards to be geared more towards 5*s and not 4*s.
When are we going to be allowed to progress with our 5*? I just can't see what it would hurt allowing people who have been stuck for months to have another 4/55, or let us start collecting tier 5 basics. I expect that by the end of act 5 we will be able to have one rank 5 5* but who knows at this rate.
