What does the "Star-Crossed" synergy do for Cyclops?

I'm confused by how the Star-Crossed synergy would be beneficial for Cyclops.

So potentially this means you have to throw an SP1 before reaching 1 bar of power, otherwise it disappears unused. It seems Cyclops can throw his SP1 with 50% of a bar of power, and then it goes away.
But - what is the purpose? Cyclops' whole thing is going to 3 bars, then bursting down to SP2 and repeated SP1's. Doesn't getting in one 50% power SP1 at the start of the fight just delay getting into his rotation? And that first SP1's damage is going to be underwhelming since Cyclops wouldn't have many precision passives either.
Is there something I'm missing here?
