Dr voodoo bugged

Took this bad boy straight to r4 and looked so forward to slapping bgs with him but ofc his s2 is bugged and the foe can block or dex the final hit. If theres a post on this already my bad i cant navigate this thing. If its not tho then for the love of all the gods ever made fix my guy!
