You need to claim the catalyst from your stash to use them

It has nothing to do with your level 61 or whatever

How you reach level 61 without understanding how stash works????

It's referring to champions must reach the max level of each rank before they can be ranked up, not your summoner level

I see why it was 1/1 but I used refined so tokens so I bumped up to level 61
