Rank up help?

I'm only short on t6b and t3a right now. But I have enough 6 t7b and 6 t4b though.
So I can either r4 one champ, maybe another soon... Or I can expand my roster a bit, and increase the amount of r3's I have. Currently have 10 r3. 3 r4. What would be more important with what I have and any suggestions? I'm considering r3 Karolina and Nico, or r4 Bastion or Yelena.

Call it an instinct or whateve… In your case you should be taking a champ to r4 first.
