Ranking down 5/65 champs giving no catalysts back

Hello, I would like to report that ranking down 5/65 5* champs are not giving catalysts. I am trying to rank down my 5/65 champ for another 5/65 champ because ranking down a R5 4* gave me the cats needed to do so but the rank down ticket is showing no catalysts when I try to rank him down. I have not used my rank down ticket yet but was wondering if the rank downs aren't supposed to be used on 5/65 champs or it is a bug.
