Modok Block Proficiency = Bait & Switch?

Modok’s block proficiency seems extremely low, and feels a bit like a bait & switch to me. R4 5* Modok only has 798 BP at a base level, and even at max flux and having defeated all 6 classes of champion he only reaches 2169 BP. Which is less than my 1* Vision! (2756).
Modok’s autoblock is a huge part of his value and when I fought him in quests (I’ve already 100% 5.4 and heroic - uncollected on the Hotel) his block seemed pretty stout. But my 5* gets destroyed by chip damage. Is this intended? I haven’t looked at every champ but I’m willing to bet that Modok has the lowest BP of any champ in the game. Most other champs have a base level of 2800-4000.
