Unable to rank up

My 3 star Deadpool is at max level but it will not allow me to use either of my teir 2 catalysts to rank him up.

LOL, its cause you need a T1C to be able to do so. Once you get one you'll be able to rank him up.

I have 4 Tier 1 basic catalyst. Do I really need a tier 1 skill catalyst and basic catalyst to get rank 3?
