Yes you can. You get 5 from monthly story quest, 4 from alpha arena, and rest you can get from milestones from alliance events or glory. They still need to make more accessible but you can get 10 easy with in a month

At least 8 you get with alliance events. But... if you are already not doing AQ that may be the main reason you are not getting alphas regularly. If you cannot do AQ and/or alliance events, it's a good idea to cool down your progress until you can, perhaps start saving crystals (so you don't get expiring ISO).

In the last individual mayor crystals that I open (I open them weekly in object quest days), I got two alphas 1... I got surprise to see them again in these crystals, maybe Kabam make it available on them again...
