Is this Synergy Working Correctly?

So it says a 25% chance to activate a stun. So if I'm using Hulk who has a 85% chance to stun on all of his specials why am I not stunning on every special? Is the wording wrong or something?

It is an additional 25% chance. That means that if you do not Stun with the 85% chance, then there is an additional separate 25% chance to stun.
