Loki sp1 and sp3

Loki's sp1 and sp3 clearly states that he steals all buffs... Then why isnt that true? Limbo is a buff right? Burning aura is a buff right? There is a lot more... Why cant he steal those buffs then if it says on his abillity steal ALL buffs.... Can i please have feedback on this?

    Those are passive abilities, not "buffs" im the strictest sense
