Void's signature ability issues

Hello,
According to the description of the signature ability, when Fear of the Void is active, a debuff of Intimidation Presence is placed faster:
But here are a couple of videos (both recorded at the start of the fight) in which the time to active the first debuff is the same:
* Without Fear of the Void
* With Fear of the Void
Can you fix this issue?
