Can Someone. ANYONE. Explain To Me WHY The Drop Rate For T3CC & T3CC Shards Is Gimped?

I've literally tried for four weeks in a row to get ONE Mystic T3CC and still cant get one in the Daily Event. Shards are incredibly low as well. Can anyone, with reason, explain how you cant get T3CC after an entire month in the Daily Event? This is ridiculous now.
