Is Cruelty Bugged?

Hey all! So today I purchased the mastery Cruelty, and maxed it out. I have heard that it is supposed to increase your crit damage by 50%. How ever, after I purchased it I haven’t notice a difference in my champions’ attributes/stats or gameplay. Is it bugged/glitched or is it working as intended and I’m just mistaken? Thanks!
