Where can I find a listing of expected and unexpected maintenance outages, as well as their projected time to game availability?

There is none. Some weeks we don't have Maintenance and some weeks we do. The duration can vary depending on what they have to do.

They always announce it ahead of time.

You get an in game message about it every single time with the date and time the server goes down.

im surprise with the amount of maintenance they do every week this game has so many bugs , especially with block and parry

That's not true. They never used to have Scheduled Maintenance. This came some time after the initial release of Alliance Wars. Before you could do 4 AW a week. There was never a down time for the AW when there was no Scheduled Maintenance.
