Vision (age of Ultron) power drain

I was playing the event quest master way and my vision (aou) didn't drain power for both sp1 and sp2 against nebula in last chapter. Is this a bug or vision is not worthy of draining power anymore

Nebula can reduce ability accuracy on robots so it’s not a bug.
